That gifset is from a movie called “What We Do in the Shadows”, it’s a Spinal Tap-style mockumentary about a bunch of vampires trying to navigate modern society (with hilarious results). The character speaking is Viago, who is very much a sweet precious boy; he’s played by Taika Waititi (who also co-wrote and co-directed the film, and, fun fact, also directed the new Thor movie). You should check it out if you have the opportunity!
